Jose L. Rosario, 31, also was busted in January, after police in Morris County said they caught him stumbling through traffic on Route 46 carrying PCP-laced cigarettes, records show.

Last Friday, Port Authority police grabbed Rosario after he swiped three boxes of diapers from the Duane Reade in the PATH Plaza at Journal Square, the authority’s Joseph Pentangelo said.

He’d had active warrants out of Jersey City at the time, he said.

Released yet again, Rosario grabbed two packages of diapers on Tuesday from the same Duane Reade but was caught before he even made it out of the store, Pentangelo said.

He was processed and released on shoplifting and bail jumping charges.
